bare metal rims

I am currently working on prepping a set of stock rims (94 pickup) I got blasted down to bare metal a few days ago. As a surface prep I used isopropyl alcohol and almost immediately I noticed little spots of oxidation show up. I am not sure if this is cause for concern with the primer that I have (pictured), or if I should strongly consider a coat of the phosphoric acid. I am trying to get this done like yesterday and the phosphoric acid says it needs min 24 hrs to dry. Any advice on a better surface prep or primer / process would be great.

For everything I paint I just wipe down with acetone after sanding and scuffing. Painted my truck interior, tons of metal parts. Never had anything peel or bubble off

Has worked with cheap paints such as rustoleum and expensive ones such as SEM
