The 5th/cold start injector always getting power?
The cold start injector on my 88 pickup is constantly getting power even after it warms up and makes the truck get low power or stalls it out the only way I can drive it is if I unplug it then it takes a while to start has anyone else had this issue and have any idea on what the probably could be?

It's not a switched power device, all the injectors use a switched ground architecture.
How certain of your diagnosis of "my cold start injector is always spraying"? Have you verified it's not leaking or sticking?
Once you have confirmation it's not just leaking or sticky you'll have to isolate it's two ground paths (One wire from the ECU and one to the time switch)
