2nd Gen 4 Runner stuck in park

I recently bought a 1990 4 runner automatic and the owner told me it can not come out of park.so he took apart the shifting unit and you have to manually unlock it with a screw driver. I have checked the fuses and traced wires to the best of my knowledge and haven’t found a problem with the wiring and my brake lights work. Any ideas would be great. Thanks you!

It's hard to provide you with useful advice if you only tells us "he took apart the shifting unit" and "I ... traced the wires to the best of my knowledge." What was done to the shifting unit? What wires were "traced"?
You probably have the Shift Lock system, which requires you to turn the key to "on" and depress the brake pedal in order to shift out of Park. OR ... there's a slot forward of the shifter into which you push your key to unlock the shifter (if the shift lock won't electrically release).
