pretty sure a "timing scale," isnt a part of the timing system. maybe they were trying to say your timing is off?? idk what to tell you dude. only thing i can imagine is the timing lines on the oil pump are possibly wrong? but i dont understand how that could be. and if that's the case just get an oil pump.

I believe the timing mark is read against the oil-pump cover, so that might be what k...7 is referring to with "timing scale." The Toyota part can be found here: http://www.toyotapartszone.com/oem/t...115-35020.html
RockAuto has an entire oil pump for less than $50.
Hydrogen part? Paraphrasing Mark Twain, I believe that hydrocarbons is as close to hydrogen as lightning is to a lightning bug.

i guess its just a cast iron part that has the lower timing mark on it... really hard to see though without pulling the radiator and such or else i would get a picture of it...
on another subject my truck kinda just sits in the garage and doesnt move anymore so maybe thats why it failed so i was probably going to run sea foam through it and hopefully clear up the carbons enough to pass

thats a google image of the piece that isnt there, looks like maybe it just unbolts

Yeah that is the part they were talking about above, it's part of the oil pump casting. You can get a good angle/photo from the battery area or shove the camera down there.
For your HC issue I'd suggest a full tune up with oil change and a good long freeway drive before the test. Seafoam will make it worse especially if you don't change the oil between the treatment and test, since it's basicly kerosene IIRC.
