Exclamation 22r Acceleration Issues

I am having an issue where when accelerating in the 2000-2500 range, the power is cutting out and sometimes backfiring but definitely running rough.

I have double checked the timing and it is set to 0 degrees as per 22r manual. When under load it is getting to around 9-12 degrees. I have the weber carb and I have tried tuning it a few times, it could be out a bit though, would that possibly be my issue? what else could it be?

I have the HEI swap done to my truck as well. It seems like its starving for fuel but once I get around 3-6000rpms or in the upper range, it seems "fine"
