That wire grounds out the coil of the EFI relay. Since it is downstream of the electrical load, it should only melt if another hot wire was attached directly to it.
This wire is supplied by the IGN fuse, so it is not the cause of your EFI fuse blowing unless someone screwed up the wiring.

I found a couple wires with some insulation cracks or cuts with exposed wire, don't know total history of truck, I did find some fixes here and there . I guess 23 years old that not to bad.
replaced wire that burnt and fixed other ones .
it not blowing EFI fuse when turned to ON or start now.
