1.) '84 doesn't really have any specific problems, it uses a somewhat weaker transmission than the EFI trucks, and has the typical rust problems present on '88 and older toyota trucks
2.) yep, perfectly normal. most 22Rs(all i've seen) used a "secondary choke" which is a flap that opens with vacuum and moves a metering rod to allow more fuel to the secondary barrel on the carb under more load.
3.) for a good carb kit i'd either go with the dealer or NAPA
4.) get a speedi sleeve for the front pulley and a new seal, afternoon job.
5.) get a new fan/clutch and shroud, will run you probably $20 at the boneyard.
6.) '84 will have 4.10s if stock.

also the push pull steering setup sucks if your doing any serious wheeling. i reccomend a highsteer conversion from trail gear/marlin crawler/allpro.a good set of 5.29's are reccomended if you have 35'' tires for off road . if your mostly on pavement 4.88's may be better suited. the carb can be replaced with a weber , some guys like the stock asin carb better though. the major advantage is the stronger solid front axel than the 79-83's .

I lost second gear on the manual in my 84. it would pop out of gear on downshifts which i've heard is a common problem with that tranny. frame rust and seizing brake calipers were also issues i had frequently with mine

I read that 84 was the first year for plastic timing chain guides, even though it still has the "old style" 22r. If it has plastic guides, then it can be converted to a double row chain and steel guides just by using the parts from an 83 or earlier 22r.
