Help! 4runner has me stumped wont rev past 1500

Help! 4runner has me stumped wont rev past 1500
So yesterday i went out to the truck started it, popped the hood and was just checking on the engine when i found the tps to be broken on the bottom where the screw goes through. I replaced it with a tested working unit and went for a test drive. On the way out of the driveway i discovered it wouldnt accelerate past about 1500 rpms.
So i went back and inspected everything and all vacuum lines are good, along with all the intake system components everything is as it should be. I swapped out afms multiple times even swapped the ecu from my other truck and still nothing. i know the o2 senor wouldnt cause this, maybe a fuel issue? The cat and exhaust are in good shape also. please help i cant think of what else it could be heres the video i took

It was adjusted where? On the DD or on this vehicle? It sounds like you are hitting the ECU fuel cut RPM. My guess is that the IDLe-E2 contact is staying closed and that is telling the ECU the throttle is closed even when you open it and when the RPMs hit about 1500, the ECU cuts power to the injectors until the RPMS drop then the cycle repeats.
What are the respective years of the two vehicles? There was a TPS change at some point where the orientation of the tabs on the TPS and throttle body were changed and and the wrong style TPS won't work properly on the other TB.

problem solved! my room-mate the wyotech graduate certified mechanic that changed the tps the first time put it on wrong so i continued to install it the wrong way every time. I wound up looking at the whole thing on an extra tb i had laying around and upon inspection i could see how it worked reinstalled it with allen heads this time and it works like a charm
