84 4runner- no front wheel drive

Need help finding out what is wrong with my front axle. Still new to 4 wheel drive but great at working on cars.

I think its my hubs.
I removed the rear driveshaft and still the front wheels wont turn when in 4L or 4H. The front drive shaft spins and the hubs are locked.
How can I tell if my hubs are bad?

you can find out if the hubs are bad by putting it in 4wd and if the shaft spins but it doesnt move the hubs arent working.

Is it making any noise? Also, if the driveshaft is spinning but the wheels are not you could have stripped axle splines...but it is most likely the hubs. Are they automatic? If they are i would have them replaced with manual locking hubs because there is less ลลลล to go wrong with manual hubs. No vacuum lines, plus automatic hubs release when you go in reverse so you never have 4 wheel drive in reverse.
