84 22re pickup electrical issues.

Last fall while driving the brake/electric warning light came on all at once. The voltage gauge showed it was still charging, and subsequent tests with a DMM proved that, so I just back shelved it for future research as it appeared to be okay. Back in Nov, when coming home I noticed that there was a hot wire smell coming from the column where the ignition switch would be, tests indicated that there was more than battery voltage there (about 18.6v) and the solder points marked in orage were too hot to touch, While chasing possible causes, I found that someone had put a jumper wire between two fuses in the panel, which was pretty well burned and corroded up. Like a numpty I pulled it without noting where it went, now there is no pwer to the gauges. iditot lights brake, horn wipers. The headlights work, the 4 ways work and the heater fan works. When turned to start the charge light will go out.
There can't be too much wrong as it was running and everything operated before. Really need it for the ice storm cleanup, and to get it out of the way, anyone have any ideas where to look? I've already checked all of the fuses, under hood and inside, pulled every connector plug that I could and checked for corrosion, pulled and brightened the grounds, everything I could think of.
