22r weber 32/36 running rough in the winter

Now that its getting colder out, my 84' 4Runner is running rough 22r weber 32/36 fuel pressure is 2.5PSI, timing is 8* with the ported vacuum connected to the radiator side of the advance. When I turn it on in the morning, it'll start first time easily, just pump it once and pull the choke all the way. Once it fires I push the choke in enough for it to run. It'll start slow (1000RPM) then over a minute it'll climb to 1800RPM and run smooth for a couple minutes, then it'll miss once every 10 seconds or so (Just a slight PUFPP and it'll continue fine). I'll then let it warm up for a good 5 minutes while I make coffee. When I get outside and kick the idle down, it'll go to 200-500 and run rough. The temp is usually only at 130* by now, no heat. When I go to drive it, it'll stumble off idle, but is fine once in the RPMs. When I come to a stop it'll usually die down to 200RPM and either die, or stumble its way back up to 700PRM (where I set the idle). I have to give it a good tap before letting off the clutch or it'll buck and complain.

It won't run smoothly until I'm halfway to work, well past the engine getting to 180*. I've also noticed that if I slowly rev the engine even when warm, it'll run a little rough almost like it's running to rich (or lean idk). But if I push the pedal harder it'll rev smoothly.

I've tried messing with the choke, unless the knob is pulled completely out, it runs no differently.
Also every time I go offroading the jets all get clogged with ˟˟˟˟ and I usually have to limp home. I don't know if this helps but there's no coolant lines running into the bottom of the intake manifold, I don't know how the lines run but I assume it heats the carb up quicker.

I would start by getting it warmed up and idling then go through Redline Weber's lean best idle procedure. I have to adjust mine for winter and again in summer. It's not a lot of adjustment but it makes a difference.
If your mixture screws aren't too far out then you could adjust your idle speed up a little to improve idle RPM.
If your jets are actually getting clogged from offroading then it sounds like crap in the tank. And it also sounds like that crap is getting past your fuel filter somehow. Probably need to replace the filter.
The size of debris that is needed to clog one of these jets can almost be measured in microns so it doesn't take much. Something the thickness of a human hair will drastically change the air/fuel ratio.
