Dash & Tail lights DON't WORK

Dash & Tail lights DON't WORK
1990 4WD Toyota Pickup DLX.
The tailights do not work and the dashborad lights are out. The directionals, brake and reverse lights work fine. There is power to the taillights and the dash. The 15 amp fuse do NOT blow.
I replaced the taillight relay, rheostat,ON/OFF switch on the sterring column. I;ve tested every fuse and they are fine.
All Fueses are tested and good.
checked liscense plate lights for moisture.
cleaned all contacts in both tailight assemblies.
replaced all tailight bulbs and dash bulbs.
I traced all wires in the engine compartment and they are fine. I traced harness under truck back to the ECM and they are fine and cannot find any cuts or breaks,
currently, have the entire dash in pieces and no shorts.
Am I missing anything. Does anyone have any ideas on what I can do.

NO Bad Fuses
I have a fuse tester that lights up when it gets continuity. I have tested every fuse under the hood as well as in the fuse box. Besides I am getting power to the dash and lights but they do not work.

I have the same problem as you, No dash or runing lights.
I cant find the problem either.
What did you find out about yours?

Do you happen to have one of those trailer light converter boxes that cause nothing but trouble.
You say you have voltage to the lights??
If that is indeed true you have lost your ground for that circuit.
Try making a new ground coming off the tail light socket.
You can check if the coil is open in the relay.
But unless you pull the cover off you have no idea what the contacts are like could be so burnt they no longer work.

I'm looking for the lose connextion on the fuse box, No coverter box.
no voltage at light.
What I need to do is check the relay.... I'm just going to replace it and hope for the best.
I just have to figure out where it's located, I think it's the relay attached next to the fuse block next to me left foot.

I found out I have a 1992 Hilux and the relay is called the... Tail light relay.
now what I need to know is where it's located?
My fuse is good and I have no short with the trailor lights.

All good. I found the tail light relay and it is the problem. (on fuse box next to left foot)

Same Problem - Fixed it
Hey Guys,
I have a 1986 pickup sr5 xtra cab 4x4 with the same issue, I checked everything on mine as well. I had no blown fuses all grounds were good. When I turned the stalk I can hear the relay click but still no lights. I decided to talk the relay apart.
It was terribly corroded inside, I tried cleaning it but it was too far gone and I didnt have the right tools.
I ordered on online for 8 bucks and it fixed the issue.

Assuming you're replacing the "TAIL" fuse and not the "STOP" fuse, you have a short somewhere in the TAIL circuit (which includes the clearance lights, tail lights, and the combination meter (instrument panel) lights, but not the Stop lights (brake lights)).
I'd start by pulling the taillights and just looking at them; it's a harsh environment and sometimes the wires just rot away. Of course, like any electrical problem, this will all go much easier with your trusty multimeter.

Find where they tap into your stock harness and remove the pinch connector. Then inspect everywhere they punctured your wiring to make sure NOT A SINGLE WIRE STRAND was cut, and that there is no corrosion. IF any, fix it and thoroughly insulate and waterproof that junction.
Then incinerate that infectious trailer conversion device. It is a plague - LOL!

I had same issue on an 89.
Pulled both rear taillight housings. Gasket was jacked allowing moisture in. Cleaned everything the best I could, scraped connections with a knife coated everything with elect. grease sealed up with new gasket and magically everything started working again.
