wd-40 works well and can be found in about half of the toolboxes at any event.
Keep in mind this is done to seat the bead, not inflate the tire. It's an old trick (I've done it a few times on big balloon forklift tires).

It will put a little pressure in the tire, but IIRC never over 5lbs.
Tried to use more WD-40 to "up the pressure" a few times. We went through a burnt-hair phase and eventually got to a point where the inside of the tires were wet with unburnt WD-40 (not enough ambient O2 to ignite it all).
You could probably try something that atomizes better and has a better "bang". I'd guess that someone would get hurt, bad, before you found a reliable formula, though.

Usually you will have to get air to it wright after. Because the fire that set the bead will go out and suck the bead back off. Aleast that has been my experience.

starting fluid works best. its as easy as it looks
lots of people try to do wd 40 but it wont burn unless its a vapor you need something that burns fast

ya. if possible, hook an air source up to the valve and have it pumping while your spraying the starter fluid. this way when it pops the bead back on its already getting air. its good to have a nozzle that locks onto the valve, so you don't loose your eyebrows trying to hold it on. and if you still have trouble getting the bead back, put a ratchet strap around the tire and sinch it down. helps!

a shot of ether works every time...used to have to set the bead on dump truck tires. the trick is to light a piece of paper and drop on the fluid. dont want to stand to close with a lighter...
