The part your talking about is called a fuel pulse damper. The reason it starts leaking is because under the plastic cover is a very small screw with a rubber o-ring, that screw can come loose and fall out and cause a gas leak.
You need to remove the pulse damper and pop off the plastic cover, if your lucky the screw will still be there and you can screw it back in and reinstall the damper. When you unscrew the pulse damper there is a copper o-ring, don`t lose it. If the screw is missing you will need to replace the pulse damper. A new one is about $80.00 dollars,
When I had this problem on my 86 4Runner I had to replace the pulse damper because the plastic cap and screw were gone. I bought a used damper and I checked to make sure the screw was in place and I put a little JB Weld around the screw to make sure it wouldn`t ever come out.

My husband said the screw was in this one, but it looked rusty. He will pull it out to see if the o-ring is cracked or loose. Thanks for the reply. If this don't work, I can get one from Autozone for around $65.00. hopefully.
Thanks
