broken speed sensor bolt heads

fml....i tightened the bolts on the speed sensor bracket to 14lb/ft and the heads broke off....was that because they are old? whats the best way to get them out of the differential carrier?

no hardware store or dealership has the original bolts that the speed sensor came with....they don't make those bolts with the shank on top for the size i need...so i bought a longer bolt with a long shank and cut some of the threads off and was just going to use washers where the top of the bolt is to the sensor.
should i use lock washers or just the normal washers?
thanks
