when you say it swings you mean rather fast moving up and down.

Not just the normal swing from the going up and down hills.

If the first you have a pinched wire or a loose connection some place

Your sending unit works on resistance so if this changes the needle will move.

Trouble Shooting electrical problems the Toyota electrical manual is a great help.

yeah, it swings rather fast back and forth , when im driving on a flat surface , but if the road is smooth it doesn't move as much. ok, so Im looking for a elecrical issue now and not the float or something else in the gas tank . thanks

If you have never seen a sending unit it has a wound copper section that a arm moves up and down depending on the level of fuel in the tank.

As the resistance changes the needle moves.

I am thinking more electrical then mechanical because more then likely if there was a problem with the wiper it might not work at all.

Last I looked into a new sending unit with new hardware it was about $120.00
