it does for sure bolt to the intake, I just took my top end appart and I noted that it came from one of the studs on the upper plenum between cyl 2 and 3. Here is a refference picture I took.

The above is correct location for the ground lug.

The dashpot is to slow throttle closing too fast it should do a little more than touch, it should offer minor resistance to closing to prevent bad things.
